Articles in the press about corruption in Gibraltar GBC News, 20 June 2018 In answer to GBC questions, Fabian Picardo has confirmed that - before becoming Chief Minister - he had a professional relationship with Israeli billionaire Dan Gertler, who is now the subject of sanctions by the United States for allegedly amassing a fortune through corrupt mining deals. Speaking live on Direct Democracy on GBC television, Mr Picardo said he had been involved in the purchase of a uranium mine in the Democratic Republic of Congo some eight years ago. ... Apart from the US Sanctions, Mr Gertler is also being investigated by the UK’s Serious Fraud Office (SFO) which is probing the acquisition of certain mining assets in the Democratic Republic of Congo. The SFO says the investigation into ENRC Ltd (previously ENRC PLC) “is focused on allegations of fraud, bribery and corruption around the acquisition of substantial mineral assets”. The Guardian, 25 December 2022 In relation to the fraud investigation, it states the question as: “Did the AG [attorney general] and/or CM [chief minister] place any or any inappropriate pressure on Mr McGrail regarding the investigation or otherwise interfere with the investigation, and in particular the decision to execute the search warrants?” ... The outcome of the inquiry is likely to have a significant impact on Gibraltar’s reputation, which is already tarnished. In June, it was added to the global money-laundering watchdog’s list of “jurisdictions with increased monitoring” and “strategic deficiencies”. The Guardian, 25 December 2022 Transparancy International UK, 12 March 2024 Transparency International UK has warned against threats to the independence of an inquiry examining serious allegations of corruption at highest level of the Government of Gibraltar. ... Responding to reports of political interference in the inquiry, Daniel Bruce, Chief Executive of Transparency International UK said: “The purpose of this inquiry is to establish the facts surrounding the early retirement of Gibraltar’s former Police Commissioner. Proceedings are due to start in earnest this April, which include hearing serious allegations of corruption that reach the highest level of office in this British Overseas Territory. Transparancy International UK, 12 March 2024 The Guardian, 14 March 2024 Gibraltar’s government has been accused of political interference as it prepares to pass laws allowing it to halt public inquires, less than a month before an inquiry into alleged corruption at the highest levels of the British overseas territory’s administration is due to begin. ... They added: “We remain concerned that the new legislation grants the government, a core participant in the inquiry, significant new powers to restrict the commissioner’s work, without any obvious benefit to the inquiry process.” The Guardian, 14 March 2024 The Global Anticorruption Blog, 21 March 2024 Meanwhile, connoisseurs of the role of the UK’s Overseas Territories in illicit financial flows see many of the same ingredients at play in Gibraltar as in the more notorious Caribbean territories – such as secrecy, cronyism and alleged links to organised crime. ... More significantly, the scandal may place Gibraltar’s very future at stake. If the picture that emerges is of a corrupt government that is complicit with organised crime, it becomes harder to sustain the case that such a rogue territory should be permanently attached to the UK. The Global Anticorruption Blog, 21 March 2024 The Times, 31 March 2024 The corruption case ripping Gibraltar apart. ... Now an explosive corruption inquiry, embroiling Gibraltar’s chief minister and other senior figures — who are flying in some of Britain’s top KCs to represent them — threatens to permanently tarnish the image of the tiny peninsula. The Times, 31 March 2024 The Telegraph, 8 April 2024 An official inquiry has opened into claims that Gibraltar’s most senior policeman was forced to leave the force after investigating alleged government fraud. The Telegraph, 8 April 2024 GBC News, 10 April 2025 Ian McGrail accuses Government of a pattern to “chop heads”. The former Commissioner has told Inquiry he was “under threat” from moment police moved to execute search warrant at the offices and home of James Levy. GBC News, 10 April 2025 |
